Libya’s foreign minister and head of intelligence Moussa Koussa has defected and unexpectedly arrived in London. UK Foreign Secretary William Hague issued a strongly worded statement, saying Koussa’s defection is a devastating blow to Gaddafi. President Obama vowed on Wednesday to reduce US oil imports by a third over the next ten years.
