New skyscraper to challenge Empire State Building on NYC skyline. The Empire State Building will no longer be the ONLY building to soar high above Manhattan’s Herald Square neighborhood. After much controversy over its impact on the city’s skyline, plans for a new skyscraper to be built just two blocks from the iconic building have been approved. 15 Penn Plaza will stand 67 stories tall – compared to the Empire’s 102 – but will be just 60 feet shorter.
