US and Russia about to have a New Start. The “New Start” nuclear treaty between Russia and the US is on the verge of being ratified by the Senate. A vote to end debate on the issue passed with 67 votes, which would be enough to ratify the treaty itself. The treaty would trim the number of deployed nuclear warheads by about 30-percent, and allow each nation to visually inspect one another’s arsenals.
