
Representatives for Libyan leader Muammar Gaddafi and the African Union have agreed – in theory – to a plan to cease hostilities in the war-torn country. The plan would also allow forces from outside the country to assist with peacekeeping. It doesn’t address Gaddafi’s stepping down, and it’s non-binding, but it is a start.
