In a major fiscal policy speech coming this Wednesday, US President Barack Obama will announce his new deficit-cutting plan, which would bring an end to Bush-era tax breaks for the wealthy. The President’s plan also proposes cuts to Medicare and Medicaid services, Social Security, and possibly even defense spending. However he cautioned that the administration would be approaching the cuts with a scalpel, not a machete.
