General David Petraeus has handed control of the NATO forces in Afghanistan over to Marine Lieutenant General John Allen. The new chief said he recognizes the challenges in keeping order in the region. However, in his change-of-command ceremony, he confidently proclaimed, quote, “In the end — together we will prevail.”
